Norwu G. Howard is a visionary healthcare leader, social entrepreneur, and public health advocate whose work is firmly rooted in national service and population health impact.

She is the Founder and Chief Executive Officer of the Center for Healthcare Education, Research, and Innovation (C.H.E.R.I.), an institution founded specifically to support the Government of Liberia in its efforts to reduce preventable deaths through strengthened health education, early detection, workforce capacity-building, and innovative, community-based interventions. C.H.E.R.I. was established in response to persistent gaps in preventive care, delayed diagnosis, and limited access to quality health services—challenges that continue to claim lives unnecessarily.

Under Norwu Howard’s leadership, C.H.E.R.I. works as a complementary partner to government institutions, aligning its programs with national health priorities and public health strategies. The organization delivers high-impact initiatives including school health programs, disease prevention and screening services, competency-based healthcare training, digital health solutions, and population health management models designed to identify risks early and intervene before illness becomes fatal.
